To holmertz: Possible purpose of the architect

Where I live is a similar construction to the blue part in this photo. However, only for the ground floor.

I don't know for sure what reasons the architect in Royan had.

But in the building I visited in my village, there's a lot of incident light between the vertical parts.
Inside there's a waiting room. From the waiting room you have a good view to the outside.
But outside, on a fairly busy street, you can hardly recognize anyone sitting in the waiting room. You can only see movement.

Perhaps there's another reason for such construction, of course.
