yes it is shot from one of the houses rooftop. The people there are very warm and would invite me claiming that their house has one of the best views of the city. I did visit a few and got this photo...

To kinginexile: just used curves
The shot was taken just after sunset and the saturation here is normal and visible on the contact sheet I have. I have just adjusted the curves for the brightness and contrast but nothing special...

Thank you for your comment. I was walking in the streets and noticed the light falling from the window from the open door so i just walked right in and took couple of shots.
