In my experience you can photograph just about anyone in India without any problem.
I never had the impression that anyone thought I was a creepy person. (Not in India I mean)
On the contrary, I had the impression that I was welcome there.

I didn't use these boats. They were intended to reach the other side of the river (albeit at a further place).
I made a long walk on foot along the rocky banks of this river.
