You mean like street musicians ? There are some. If you want to find a lot, go during the Medieval Art Festival in Sighisoara, or on the seaside. At that festival (don't know it's homepage, look on google, it happens sometimes in July usually), you find a lot of people performing for some beer money. Body painting, music (some good quality), a lot. And the place is cool, it's an old medieval town.

The contry has quite a great music - good music schools, so plenty of musicians (academic, official ones).

I tell you what you can find here, quite a few (especially in Bucharest) - beggars and 'street kids'.
