Photographer's Note
A shanty town in Jakarta. There are more than a few of these "illegal" shanty towns in Jakarta. Despite being illegal, the government has no official policy or enforcement and usually leaves these people alone. I find two things rather interesting:
1) The Indonesian flag flying high above the town.
2) The fence in the out-of-focus foreground.
It's like the government is telling the residents that "yes, you are patriotic citizens of our country". But they build a fence separating them from the more developed and properous parts of the city. (I can't attest to the extent of this fence, but I find it highly symbolic nonetheless).
Given the horrid living conditions in these shanty towns, I wonder if it would be better to drop the "apathy" policy and replace it with an active program to build low income housing projects.
