Here is a sunset shot from the English Bay.
I emphasized the color of clouds by decreasing the IL (-1, I think... maybe IL is not the English term) but I forgot to follow the 1/3 rule.

I have been doing the same error as you the horizon line , sometimes we don't take much time to work on the pictures before posting them..Otherwiwice I would crop a bit of the foreground.I have never done any workshop on any pictures yet and believe me I don't know how to proceed.
My favourite pictures ahave bben everything to do with skies..so I always lookk for theses pictures in the gallery.Here the reflection is right..Just as you I spend a lot of time lookin at the sky and often it's fantastic..
